The Lord's Resistance Army: Peace Agreement Progress
In Juba on June 29, Uganda and the LRA agreed to and signed the third point of a peace accord, “Responsibility and Reconciliation” under the steadfast insistence of Riek Machar. The eleven page text is supposed to go into effect immediately. All persons found guilty of human rights violations and war crimes are to be judged according to the mechanisms of traditional and national law. Punishments, which were not particularized, shall be carried out; but as there is a dual application of justice, the second being to promote reconciliation as widely as possible, it would be fair to say that LRA members guilty of murder, rape mutilations, forced cannibalism etc. will not be sentenced harshly. Indemnifying victims also figures in the written agreement. On the eve of the peace talks, the UN pledged 1, 5 million dollars destined for the four counties in South Sudan that have been the most touched by the LRA. The bulk of the LRA fighters are still in Ri-Kwangba near Yambo, where they are killing all who try to approach them.
More Rebecca Garang declared publicly that she believed her husband was assassinated. However, she gave neither the name of his murderer or other details. An unpublished report written by Russian, American and Kenyan aviation experts concluded that John Garang's death was accidental. The Federal Parliament of Khartoum voted to exclude SPLM member Yasir Aman due to his absence from office over a seven month period because of university attendance in the United States (SRS 05 07). |
